Lieutenant General Viktor Khrenin was born on 1 August 1971 in Novogrudok, Grodno region.

In 1988 he graduated from the Minsk Suvorov Military School.

After graduating from the Omsk-based Frunze Higher Combined Arms Command School in 1992, he served as commander of a motorised rifle platoon, commander of an intelligence platoon, intelligence company, head of a control department - head of the information processing post of the command post of a separate intelligence battalion, deputy commander of a separate motorised rifle battalion, deputy commander of a separate intelligence battalion, commander of a separate tank battalion, commander of a separate guards motorised rifle battalion of the 6th Separate Guards Mechanised Brigade of the Western Operational Command.

After graduating from the Belarusian Military Academy in 2005, Viktor Khrenin served as a senior officer in the operational department of the operational section of the headquarters of the Western Operational Command, deputy commander, chief of staff - first deputy commander of the 6th Separate Guards Mechanised Brigade of the Western Operational Command, chief of staff - first deputy commander of the 11th Separate Guards Mechanised Brigade of the Western Operational Command, commander of the 6th Separate Guards Mechanised Brigade of the Western Operational Command, commander of the 11th Separate Guards Mechanised Brigade of the Western Operational Command, Deputy Commander of the Western Operational Command.

In 2014, he graduated from the faculty of the General Staff of the Belarusian Military Academy with honours and a gold medal. After that, he served first as deputy commander, and then as chief of staff, first deputy commander of the Western Operational Command of the Belarusian Armed Forces.

On 23 June 2015, by Decree of the President of the Republic of Belarus he was appointed to the post of commander of the troops of the Western Operational Command of the Belarusian Armed Forces.

In January 2020, by Decree of the Belarusian President, he was appointed to the post of the Defence Minister of the Republic of Belarus.
