Maj. Gen. Viktor Gulevich was born on 14 May 1969 in Bolshaya Pader, Slutsk district, Minsk region.

In 1990 he graduated from the Moscow Higher Combined Arms Military Command School (with honours).

He served as commander of a motorised rifle platoon, company, commander of an airborne company, chief of staff - deputy commander of a mobile battalion of a separate guards mobile brigade.

After graduating from the Belarusian Military Academy in 2002, he served as Chief of Intelligence - Chief of the Intelligence Department of the Headquarters of a Separate Guards Mobile Brigade of the Ground Forces, Commander of a Separate Guards Mobile Battalion of a Separate Guards Mobile Brigade, Senior officer of the Department of Special Operations Forces of the General Staff of the Armed Forces, Head of the Group of the Combat Training Department of the Command of the Special Operations Forces of the Armed Forces, Deputy Commander of the 38th Separate Guards Air Assault Brigade, Chief of Staff - First Deputy Commander of the 38th Separate Guards Air Assault Brigade, Commander of the 38th Separate Guards Air Assault Brigade, Deputy Commander - Head of the Department Combat Training of the Command of the Special Operations Forces of the Armed Forces, the Deputy Commander of the Special Operations Forces of the Armed Forces, the Command of the Special Operations Forces of the Armed Forces, Chief of Staff - First Deputy Commander of the Special Operations Forces of the Armed Forces.

From February 2020 - Commander of the Western Operational Command of the Belarusian Armed Forces.

On 11 March 2021, by the Presidential Decree, he was appointed Chief of the General Staff of the Armed Forces - First Deputy Defence Minister of the Republic of Belarus.
