Andrei Fedin was born on April 8, 1971 in Zhitkovichi, Gomel region.

After graduating from the Kharkov Guards Higher Tank Command School in 1992, he served in the military service as a Commander of the Special Works Platoon, Deputy Commander for Armament of a Tank Company, Assistant Chief of Armoured Service of the Technical Part of the Guards Separate Mechanised Brigade.

After graduating from the Command and Staff Faculty of the Military Academy of the Republic of Belarus in 2001, he served as a Senior Officer of the Armoured Department of the Ministry of Defence of the Republic of Belarus, Deputy Commander for Armament – Head of the Technical Unit of the 103rd Guards Independent Mobile Brigade.

After graduating in 2010 from the Faculty of the General Staff of the Armed Forces of the Military Academy of the Republic of Belarus, he served as Head of the Department (Coordination of Technical Support) of the Ground Forces, Deputy Commander for Armament – Head of the Armament Department of the Western Operational Command, Deputy Head of Armament of the Armed Forces of the Republic of Belarus, head of the Main Department for Planning and Coordination of Technical Support – First Deputy Commander of the Western Operational Command, Deputy Commander of the Armed Forces of the Republic of Belarus, Head of the Main Department for Planning and Coordination of Technical Support – First Deputy Chief for Armament of the Armed Forces, First Deputy Chief for Armament of the Armed Forces – Chief of the Armament Staff.

Since March 2023 – Deputy Minister of Defence for Armament, Chief of Armament of the Armed Forces of the Republic of Belarus.
